Allow cognitive admin access without org admin

Not all users who need cognitive access also need to be an org admin (for ex. recruiters). Please change the settings where we do not need to promote users to org admin to enable their cognitive data/

That would mean that everyone with Cognitive access is also a Cognitive Admin... so anyone with Cognitive access can update the Cognitive access of any other user in the account? That should be changed back to the original functionality ASAP.
