Allow editing of employee permissions prior to completion of user account setup
In PI2, it doesn't appear to be possible to edit employee permissions once the account setup process has been initiated but before it concludes. It is possible to do so at the time new users are invited, but that doesn't cover all use cases. To wit, consider the following scenario:
-Client wants emps to complete PI BA w/o setting up a user account. Client attempts to utilize the currently-broken bulk upload, necessitating the sending of individual PI BA links to the emps in question within the software.
-Emps complete the PI BA
-At a later date, client wants emps to set up individual accounts. Only option is the system is to send invite. No option exists to set their permissions in advance.
-Emp completes the account set up process and immediately has access to everything in the PI account unless and until the client admin manually updates their individual access settings.
This is completely unfeasible at any sort of scale and also rather unpalatable for HR and legal reasons.

You cannot modify an employee's manager or permissions if they have not accepted the "invitation" to the software. Not all employees will have software access, nor should they, but they will move around the organization, and we need the ability to put them with the right leader.
Secondly, the best practice is to set the settings before you give the user access. The Admin should be able to modify permissions regardless of whether the user has completed their steps. -
